When adding the dimensions, they are to be the overall height, width and depth of the space/cabinet it is going into.
When you have your overall sizes set, it's time to set your left & right reveals. Is there a Panel beside this drawer? A door?
By COL standards:
2mm next to panels
1mm next to doors
Lastly is the horizontal reveal. What is the top reveal? Is there a bottom reveal?
